South Carolina’s Institutes of Innovation and Information (SCIII), inspired by the late Sen. John L. Scott, Jr.’s vision to revolutionize and cultivate the state’s seven four-year HBCUs’ overall capabilities and contributions for the citizens and residents of the state, will be a seamless conduit for partnerships between SCIII HBCUs and state business and industry, diversifying and improving the state’s workforce, retaining graduating students, and lifting the economy of the entire state. South Carolina has a rich history when it comes to educating people of color, and the state’s seven HBCUs produce more than 50% of all Black college graduates in the state.

With the late Sen. Scott’s vision in mind, the South Carolina General Assembly appropriated $18 million in 2021 towards the development of educational institutes at each of South Carolina’s seven HBCUs. Although at first glance SCIII is about education, it is about much more: SCIII is a burgeoning economic ecosystem that will harness the rich existing capabilities and resources of all seven HBCUs and leverage the seven new institutes that have been established at each one of the HBCUs. The seven HBCUs include Allen University, Benedict College, Claflin University, Clinton College, Morris College, South Carolina State University and Voorhees University. Each institute was established with specific focuses and disciplines to substantially increase opportunities and exposure for their student bodies on campus and the surrounding community.

SCIII will facilitate resources, relationships, and funding so that all HBCUs and institutes collaborate with each other, activate emerging synergies, and forge highly productive partnerships with leaders in the business and philanthropic community. SCIII’s ecosystem will boast world-class capabilities, exceptional career opportunities, thriving business and industry, diverse and highly capable workforce, and a stimulating and multi-faceted culture for all to enjoy and celebrate. The SCIII Foundation was established to support and assist the efforts of the seven established institutions by providing funding, resources, and network partnerships with leaders in the business and philanthropic community.

These institutes are learning centers that provide specific skills or trade to the learners, faculty, students, private partners, federal, state, local and non-profit partners. HBCUs are the foundations of historic investments in our community. To a considerable extent, some are unaware of the many outstanding programs and services offered by these schools, which help to keep our state and our nation at the forefront of science, technology, the arts, business, education, and other disciplines. These institutions are needed to help our state maintain its competitive edge and continue its promise of a strong economic, social, and cultural environment. I am pleased to be a part of helping to create SCIII and believe it will not only revolutionize the state’s HBCUs but develop and strengthen relationships with our state’s businesses and industries.”
